Enable agency-level ability to edit fields that are currently pre-populated by Champ in NN.

In the Client Details page, it would be helpful for agencies to have the ability to hide, or inactivate, the pre-populated menus that currently exist. This would streamline the user interface and make training easier. For example, part of our team uses the "Name and Address", "Providers/Programs", "Files" and "Discharge" menus in addition to some custom additions. It would be great to be able to hide "Medications", "Subscribers", etc. Other team members, working in alternative program areas, may need access to the pre-populated menus.


Within each of the pre-populated menus, it would be great to be able to eliminate and/or move fields that are not used by programs within each local agency. These actions would be similar to what is currently possible within the Custom Tabs, Fields and Blocks menu.
