Increase Medication Frequency characters

Allow more characters to be entered when using Frequency. It has been difficulty to create uniformity when so few characters are allowed.

Add active cost center

Make active cost centers available just as it is for active subscriber pay sources instead of having to scroll down the entire cost center list for each client that you make a daily for.
